Consider this an open thread. Anon posted a comment on an earlier post, and I don’t have an answer, only rumors. Here’s the post-
Cruiser - I couldn’t find a recent open thread, so I thought this post was close. Do you know what is going on with EDDC? I heard today that the ED is resigning and it is likely more than 400K in affordable housing rehab dollars will have to be returned to the State early next year if they don’t use them…What is going on?
There are several things that have been happening, the resignation of some of the board members of the AHTF, a conspiracy theory by some that recent buyups of retail and commercial properties are linked to Baltimore. Seems Pierce school in the Village of East Davenport, the Putnam block downtown, and just about anything else that’s been for sale. Some seem think gambling money is involved, others think when the dust settles some of these people won’t make good neighbors. This is a rumor, but it does have some merit.
The Quad-City’s Vintage Rods 36th Annual Car Show is Sunday, September 30, 2007 at the Black Hawk College Campus, 6600 34th. Ave., Moline. It runs from 9 am, to 2 pm, for spectators and there is a $2 admission fee that goes towards the clubs scholarship program. If you have any questions, call Mark Schumacher at (309)314-3919.
There are other events going on also. Jenn Olsen is having her Musical Fundraiser Sunday at Mojo’s in the RME, LaMark Combs is having a taco dinner fundraiser Sunday and much more. I will post about these events sometime Saturday. Your comments on any subject are welcome.

On the East davenport point. I expect we will hear of smearing and who what and why it hasn’t worked. I don’t really care about any of that, I wonder if there is something that we can do as a community to utilize the dollars before we lost them.

Alderman Meyer: The QCTimes today was talking about a meeting where the rent 2 owns were discussed Monday. Which committee meeting did this occur?

Alderman Meyer was struggling to get answers from Dee and Craig concerning money we are expending for office space at the old Putnam Museum. I wish Keith would have asked a few more questions such as Is the City the only people occupying this building, and we are paying all the heating bill? Are we paying for any other thing such as building maintence? Before those offices were moved, didn`t all those people have work spaces at city hall? Inquiring minds wanna know.

Meyer certainly did ask some good questions and I’m just shocked that neither Dee or Malin had that contract with the museum committed to memory!

Here is Alderman Meyers response to your question, he is still have trouble posting a comment.
Hi Keith:
The EDDC was a non-profit long befor the $500,000 EDI grant got
dumped on us by Tom Harkin for a 150 unit low-income rental project in 2001. Neighborhood folks signed petitins of non-support for the rental project and the EDDC backed off. A committee was set up and a new plan drawn up for a combined rehab and infill program in 2003. The rehab has gone better than the infill and currently EDDC has requested that all monies be placed in rehab. The end date for this EDI grant is June, 2008. If all is spent, then fine; if not, the remainder will return to the Federal Government. This is it in a nutshell without extaneous details.
We’re trying very hard to get final applications in for those projects (mostly exterior) which can be finished by then.

Great - that helps to clarify why and where the funds came from, but I still wonder how much has been drawn for the successful rehabs? And how much is left to be drawn? How do homeowners apply for funds? What are the requirements for funding, etc. I’m sorry for all of the questions, I just find it odd that apparently these funds have been available since 2003, according to the above poster we may lose the remainder in June, and I’ve never heard anything about how to apply, etc. Were these not needed in the community?

With the EDDC, a person could get a rebate of up to 25% of the total cost of a rehab if they lived in the east end. This area was considered roughly Locust to the north, Main St. to the west, River Drive to the south, and Jersey Ridge Road to the east. If memory serves me correctly, the work had to be completed before any monies were paid out.
As someone who is not eligible for these grants, we have no knowledge of the application process. We used to get mailers from the group, but haven’t in while. If anyone else knows, feel free to chime in.
